In the end I chose not to pay, received a 2nd letter from them, still did not pay, and never heard from them again. I got a red light camera ticket from Greenwood Village about a year ago in the mail so I spent a couple days doing the research on this. Most people end up paying it because the letter they get looks official, and usually has some sort of threat in it stating that the fine goes up if you don't pay by a certain date. State law supersedes county or local law in this case, so any city attempting to get you to pay for a red light ticket using a camera or photo as evidence cannot do anything to you if you do not pay it. You can look this up yourself or ask any lawyer: It is state law in CO that you cannot be issued a ticket for a moving violation if there was not an officer present at the time of said violation to issue you a ticket.
